Looks like government inefficiency in action….VDOT reminds me of GDOT. I swear there is a manual to deploy traffic barrels in such a way to impede traffic as much as possible.

I once saw some “confusion” on a local freeway through a construction area and eventually found 2 cars pulled over with about a tone each of that crap wrapped around their wheels and up in the wheel wells.
