I thought being a manager would be empowering to improve my department.
My managers have other notions about that, similar to your chart.
It’s instructive to compare the US way of doing it and the Israeli way of doing the same thing.
So glad I’m retired. Nothing like a two hour sales meeting conducted by a bloviating blowhard and the “consultant” he brought in.

Even in retirement you will join things like gun clubs and golf courses and run into the same crap. Annual meeting for gun club lasted five hours this year but they did feed us.

And THAT’S why some organizations (no names) have …other… ways of getting equipment.
Oh, and did you see the latest kerfluffle? Lenovo (China) now owns IBM’s server production line (Lenovo already owns IBM’s old desktop and laptop lines). The Aegis program (among others) must now find another supplier for servers. Good old “Supply Chain Management”.
