There is no “fix” for the west’s water troubles. Water has been a contentious subject for well over a century in the west. And the larger the population gets from the Rockies on west the bigger the problem will become. Courts can issue all the mandates they want but the one thing they can’t do that must happen to actually solve the problem is make it rain/snow more….every year, not just occasionally. That’s part of the problem with population growth. It doesn’t happen where the resources are sometimes.
The long term solution is desalination of seawater. The downside of that is tha desal plats are energy hogs. Nuclear power could provide the energy but at a cost. Right now the political will doesn’t exist in California. As for Arizona, either the plant will need to be built in Mexico, or the seawater will need to be piped from the Mexican coast across the border. Both options have serious issues.
What NRW said above. Nuke plants running desalination systems and California going back to building reservoirs and reusing waste water after treating it.
Full scale attack the problems from all sides, like what Israel has done.
California has intentionally mismanaged water for years. Cut ’em off. Make them figure it out.
We Wintered in Phoenix several years. I was amazed at how much water is wasted there. Gilbert, AZ waters trees alongside major thoroughfares and many times that (broken) system just dumps water into the sewer, begging to be fixed for weeks.
Golf courses and homes with lawns will face major changes soon.
And how many water-using illegal humans will cross the border this year?

“Congress stepping in” would be the worst idea for obvious reasons.
‘Not enough water for us out herein the West, but according to Biden and Newsom, there’s PLENTY of water for the MILLIONS of illegals setting up house here. In fact, there’s so much water that they get it for “free.” Just like there’s not enough money to keep Social Security going, but there’s PLENTY of money for Welfare… ‘See the pattern here?…
